About the role

The Regional Field Administrator (RFA) for the Eastern region provides executive leadership over the Eastern Region charged with providing motor carrier safety programs delivered by 15 FMCSA state Divisions, over 167 federal employees and through effective partnerships with state-based grantees. NOTE: This position will be located in either of the advertised duty locations.

What you'll do

The RFA-East is the senior executive responsible for leading the programs and policy directed by the regional Service Center which provides the formal appeals process for motor carriers and commercial vehicle drivers who are subject to enforcement action initiated by the Division offices. The RFA also provides leadership and substantive expertise to the Service Center based programs, including New Entrant, State Programs, Hazardous Materials, Intermodal Equipment Providers, etc. The RFA oversees and coordinates the staff of highly specialized experts, such as attorneys, hazardous materials, and enforcement program coordinator positions to enable the Division and their grantee partners to deploy FMCSA programs. The RFA supports the Associate Administrator for Safety in the areas of performance management, business process improvement, training effectiveness evaluation and new program implementation planning. The RFA is a member of the national field leadership team responsible for setting strategic directions for field-based programs and process improvement. The RFA leads programs with a national reach in support of the Associate Administrator for Safety. The duties of the incumbent are focused on driving efficiency, effective human capital management, leveraging technology, administration of budget, achieving results and providing leadership and supervision for approximately 15 geographically dispersed FMCSA Program Manager (Division Administrator) positions and approximately 20 positions located at the Service Center. The position also supports the Associate Administrator for Safety by providing input and analysis of the organizational needs and capacity for ensuring safe and secure commercial vehicle traffic at the Canadian Border. The Regional Field Administrator for the Eastern Region covers the following states: Connecticut (CT), Washington, DC (DC), Delaware (DE), Massachusetts (MA), Maryland (MD), Maine (ME), New Hampshire (NH), New Jersey (NJ), New York (NY), Pennsylvania (PA), Puerto Rico (PR), Rhode Island (RI), Virginia (VA), Vermont (VT), West Virginia (WV) and the U.S. Virgin Islands.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Demonstrated executive level experience exercising diplomacy in negotiating issues with senior officials in state, federal and/or foreign governments including the ability to explain technical and complex issues and transcend cultural communication barriers. TQ 2. Demonstrated executive level experience deploying principles of organizational excellence (data based continuous process improvement) in a regulatory or customer services enterprise across a dispersed geographical area involving multiple offices. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
